Solution:
For light moving at vc relative to a reference frame which itself is moving at u' relative to an outside observer the velocity measured by the outside observer is u fracc+u'+cu'/c^ fracc+u'+u'/c fracc+u'c+u'/cc As predicted the speed of light is the same in both reference frames.
